On paper, Russia and Belarus are not competing in this year’s games and have been banned for four years, since the full-scale invasion of Ukraine. I say “on paper,” because 13 athletes from Russia and seven from Belarus will partake in the Milan Cortina Games, competing as “Individual Neutral Athletes.” At least we know who to root against.
